There are two elements in some bulbs. One element is for the tun flash, the other is for the brake or taillight.
I also failed to mention that they are single element bulbs. It's 1 bulb, single element. It controls both the brake light and the turn signal. The turn signals work fine on both sides but no brake lights when I apply the brake.
check the fuses.
if the tail lights work but not brake lights then its most likely just a blown fuse or it could be the switch at the top of your brake pedal arm.
The multifunction switch inside the steering column is bad.
first check uour fuses in the right front floor column. then the break switch on the break peddle,

Your problem very well could be the hazard switch. i have a 1994 honda civic too i found whenever i disconnected the hazard switch from the wiring harness my turn signals brake lights and of course hazards do not work. Maybe replace the hazard switch..

There is no brake light relay. There is however a brake light switch located above the brake pedal.
the rubber brake line maybe collasped this can happend and not let fluid pass
