Brake light on 1994 Honda civic staying on.
There are two elements in some bulbs. One element is for the tun flash, the other is for the brake or taillight. I also failed to mention that they are single element bulbs. It's 1 bulb, single element. It controls both the brake light and the turn signal. The turn signals work fine on both sides but no brake lights when I apply the brake.
if the tail lights work but not brake lights then its most likely just a blown fuse or it could be the switch at the top of your brake pedal arm.

The first place to investigate this problem would be the wires along the firewall that control the brake lights. Also, check the brake light switch above the brake pedal.
It should say TAIL for taillights or maybe brake lights.
