It could be a number of reasons. Has any of your pipes frozen? Are all of the water valves turned on? Did you pay your water bill?

Yes they can. In general, however, the "groan" is not as bad as the "hammer." I think it has something to with your pipes not your water. Your pipes are must probably rusty and it is coming out in the water.
