USB chargers are not universal for all phones. Some phones will not charge using a USB cord and some will. It depends on the brand of phone. Some Motorola phones need a specific charger or they will not charge.

If the phone simply will not charge, either the phones battery needs replacing, or the charger itself has gone south. Suspect the phones battery first - it's the most likely reason.
These taxes are part of indirect taxes , though taxes are imposed on individuals and paid by individuals it is a macro concept which is dealt by the govt.... hence it is macro economics in charge of these taxes...... however indirect taxes are managed by the state govt...

You will need a charger that has interchangeable cords to charge different types of phones. A universal phone charger should do the trick assuming it has multiple cords.
