Calgary can get very, very cold in winter -- so cold that the oil in your car's engine becomes much thicker, and so cold that your car's battery can lose its power very quickly if the engine does not start up right away. Those electrical outlets are plug-ins for your car's block heater, which keeps the oil in your car's engine warm (and thin). Some people also have battery heaters to prevent premature power loss.
