Because all the food in the fish tank that the fish does not eat will float down until it lands on something such as an ornament, as you said and the fish food rots as it is not eaten just like human food. Hope this helps!
-- The green is probably algae, algae grows when they're excess nutrients or light in the tank. Don't over feed so food drops to the substrate and don't have the tank lights on too long, this should cut down on algae growth.
Because of algae, which is a plant that grows from water you can either change the water, or just wipe the tank with a cloth or something like that.
Sunlight on the tank, plus fish manure, aid the formation of algae - and the murkiness is one result, green water is another.
With the gravel, and the filter, and your ornaments/plants ready in it, you need to leave it for 1-2 weeks. (depending how desperate you are) You should not buy your fish unless you have had it ready for 1-2 weeks!
Salt Water Fish
If a tank smells bad then you're doing something wrong! A healthy established tank never smells. It is probably heaped full of ammonia from fish waste and uneaten food, ammonia kills fish as well as really stinking! If your tank smells rotten then it's your fault and you need to step up your routine tank maintenance.
They are slightly shy fish that will hide behind and inside tank ornaments, then at night (when the lights are out),they will come out of hiding and eat.
Assuming the dirty fish tank has had fish and water in it, without doing various specialised water tests it is impossible to tell what is in it.
It might be unsafe to drink because fish food, fish scales, fish waste, and many different kinds of bacteria are in fish tank water.
If the hamster tank was originally meant for fish, then this should be fine provided it is cleaned very well and allowed to run with filter going (without fish) for awhile. Also, as long as there are no cracks, this should be fine. Be sure to use a top made for fish tanks to lock in heat and properly hold a light fixture. If tank was made for small animals, chances are it will not be able to hold water properly and may break easily once water, ornaments and other accessories are added to it.

That sounds like my tank. If you have a filter then you need to replace or clean it on a regular basis. You may need to remove the fish from the tank and clean it. If you do then take some water from the tank that the fish are in and put it in another container. Take the fish out of their tank and put them in their old water in the new container. Drain all the old water out of the tank and rinse/wash all the rocks, gravel, plants, and other things that were in the tank. Wash the walls of the tank. Make sure that you rinse any soap off of the tank and the rocks and stuff before you put new water back in it. Fill the tank with clean water. You may need to treat the water for chlorine if you used city tap water. Do not put the fish back into the tank until the new water temperature is the same as the water they are in now. We don't want them to go into shock. You may want to buy a sucker fish and a couple of snails. They will eat the alge that grows on the glass and everything else. Good luck.
