The fuel filter on a 2000 S40 turbo is located under the driver side rear. It is close to the gas tank. The lines are held in place by squeze(sp) clamps. The filter is located behind the rear tire.
SAE 5w30 any major brand. If it is a Turbo I would recommend 100% Synthetic oil.
