If the ticking is coming from under the dash. It's probably your fan housing, or a misaligned fan. You will have to get to the fan and either replace the fan, or move any obstacles that may be hitting the fan.

Do the light keep ticking or is it just the ticking noise? If it is the noise you can find the ticker behind your stereo. You can buy a new one at any auto parts store. For mine there are alot of different ones, so I pulled the bad one out and took it in with me to match it up. Hope this helps.
The ticking noise could be worn out rocker arms under valve covers. Switch to heavier weight oil if ticking noise subsides that could be your problem. This is usually a sign of a high mileage engine. Worst case scenario would be weak oil pump not getting oil to top of heads.
Does it turn over? When you try to start the car can you hear a ticking noise? If there's ticking it could be your battery or alternator but if it doesn't tick it's probably your starter.
I just bought an 04 Malibu from a dealer and noticed a ticking noise inside the dash that sounded like the blinker was on but it wasn't. I asked the dealer about it and he told me in these cars it's typical for the turn signal to continuously catch so it would make the noise even though the blinker wasn't actually turning on
