It might be because you automatically feel like you don't have a chance with her or something like that. (Give yourself a chance mate!)
It could equally be because a lot of teenagers feel self conscious or just generally awkward when they see someone they're attracted to, that could annoy you.
I'd just focus on being happy with yourself and not over thinking the situation: sure, you find that girl attractive and that's a brilliant and perfectly natural thing, why should it get you down!
I'm almost certain you'll grow out of this, I've known many people who were like that as teenagers who now have totally great healthy relationships! I also know people who were like that who are currently single, but don't get angry when they see people they're attracted to!

Behaving like that can backfire on you, as most guys don't find a girl that is annoyed at them very attractive. Also, it is using manipulation on someone and that is never a good way to be.
