We keep our balance partially because of sensors in our inner ear that tell our brain when we are right-side-up. Spinning around, especially if we stop rapidly, scrambles the sensors and causes them to send signals that the brain cannot use in the process of helping us keep our balance.

The reason we don't become totally scrambled is that the brain also uses our eyesight and muscle tension to help determine our position. If you want a real experience of dizziness, spin around a few times in a dark room and then stop suddenly. But make sure you're well away from all the furniture and anything you can fall on and hurt yourself.
