A scalp is a stretch of specialized skin over the head which is protected by hair (usually). The idea was that hair on the head would help prevent an area from leaking heat. This is less of a problem in modern times, because much of the world has better control of their environment. Even clothes, hats gloves boots and so on give a person reasonably effective means of preventing heat loss through the head, provided you stay dry.
The reason for scalp is that you must have a specialized type of skin to support hair growth, and you need that hair to keep the heat inside your body.
