Why do you need to shift to lower gears in a 1998 ZX2 to keep from losing power when you have new fuel filter and pump water-pump timing-belt spark plugs and the cat converter checks out fine?

it has something to do with a clogged up throttle cable, mine done this for ages and a guy up the road did it for me works fine, he cleaned all the crap off
