Generally there is no need for a roof jack in a porch roof. If the porch ceiling will be covered you could run a vent through the roof.
In my opinion, the roof would work best because since it'll be on the roof, it will always be in direct sunlight. If its on the ground, it could get blocked by artifacts or objects but when its on the roof, you are always ensured that there is sun hitting on the panel.
