Probably because who wants to sit around and watch a concession cart for hours at a time when you're at Disneyland?
For the more permanent restaurants, food deliveries come in from "backstage" directly to the kitchen. The New Orleans Square area is actually mostly on the "second floor" of an hidden underground central kitchen (it's on roughly the same level as the town in Pirates of the Caribbean, or the loading area for the Haunted Mansion) that serves most of the restaurants in the area.

Disneyland never completely finished building! It's still evolving to this very day! There's constantly new rides and attraction all around the park! Disneyland will never be fully finished!
