Miller was trying to show the absurdity of McCarthyism. He had to do it safely because any time when the government's trying to hunt down spies is a bad time to voice your disagreements. A 'safe' literary strategy would be to use a different event that was similar enough to make people see McCarthyism in the same light. McCarthyism is considered a figurative witch-hunt, something driven by fear and results in scapegoating. What better to compare a figurative witch-hunt to than a real witch hunt, like in Salem. By taking, admittedly vague, pieces of Salem's story and twisting them, Miller was able make his comparison. Salem was also the perfect choice in that it was an American event. Thus, it both proved that American was capable of scapegoating and shielded Miller's purpose with a touch of patriotism. Though, it must be said, he didn't fool anyone for very long.
