Washington wanted to make sure that nobody thought of the President as being a king or a royal personage. He insisted on being called "Mr. President" instead of "your highness" or some other term used for royalty. He did not want to be paid for his service as President. He thought of the president as a public servant, hired by the people to run the country, so of course, he had to be be accessible to citizens who wanted to contact him. (Security was not a big issue then. After being shot at for many years in battle, I suppose that Washington was not much afraid that a private citizen would be a threat. When the farmers in Pennsylvania revolted over the whiskey tax, Washington rode out in person at the head of a company of militia called up to quell the revolt. Nobody shot at him. )
