ohnestly, i have noo idea... i guess some people woke up and decided, "im going to make a law today saying, no person under blah,blah,blah can vote";) just playing... i think its because well i guess you consider your self to be an adult at eight-teen. so according to that.. your not a fully reasponsible person. and TRUST me ... make kid years the most of it while u can:) and i hope this helps!
