Theodore Roosevelt did NOT create the New Deal. You are confusing two different US Presidents; Theodore Roosevelt with Franklin D. Roosevelt of the 1930's and 1940's. Franklin Roosevelt created the New Deal. Theodore Roosevelt created the "Square Deal".
President Roosevelt established the new deal to help the country recover from the great depression. He wanted to create jobs for the unemployed and have programs spend money on the welfare and relief programs. He believed government spending would result into more jobs and start a recovery

The public backlash and FDR's threat of adding more justices to the Court both led to a more agreeable reaction from the Court and the Second New Deal, which included a more far-reaching batch of legislation.

The implication was that the "new deal" he offered was a better deal than the Republicans had been offering. It was a campaign slogan- advertising hype used in hopes of improving his election chances. It may have been a play on Theodore Roosevelt's offer of a square deal which worked for him in 1904.
