Due to human nature. Better economic opportunities, education and quality of life overweight any concern regarding natural disasters. Besides, the last earthquake suffered by Mexico City which caused a great loss of property and life happened in 1985, so many capitalinos aren't as concerned. Also even if the last eruption by a neighboring volcano happened on January of 2015 (Popocatepetl Volcano), its effects aren't as dangerous as you would believe.

∙ 8y agoThe same reason anybody would continue living in the earthquake-prone California, or the flood-threatened Louisiana: people see these threats as distant, and not as an immediate threat. It is just human nature.

So, any risks associated with natural hazards would be outweighed by any gains, such as better education, health care and economic opportunities.
