It was a compromise. States with large population wanted representation in Congress to be proportional to population. Small States wanted equal representation for all States. The House of Representatives is based on population, and the Senate is equal for each State.

∙ 12y agowhen the constitution was first being made the Virginia plan had a congress in which the number of representatives was based on population. the big states favored this plan because there population was bigger therefor they got more votes. in the New Jersey plan they had one representative for each state. the smaller states liked this more because they were afraid that they would get out voted with the Virginia plan. because of this, they made a compromise in which there was one part population and one part equal for each state.
