In this period Rome did not capture any peoples. She defeated several Italic peoples during her expansion into Italy, but did not annex any of them. Rome chose domination by indirect rule. The Italics peoples were left independent, but they were turned into allies. These were military alliances where the allies had to provide soldiers at their own expense. Rome was also entitled to demand a tribute from them. The system worked because Rome's military strength was intimidating and because the allies were allowed to share the spoils of war which could be very substantial. This system has been described as robbers getting the robbed to join the gang of robbers to participate in the next robberies. Rome also supported the ruling classes of the allied peoples. The allied soldiers were auxiliary units which supported the Roman legions. By 3rd century BC, auxiliaries formed 60% of Rome's military forces.
Before the expansion into Italy, Rome had extended Roman citizenship to some of her allied Latin cities and her Hernici and Campanian allies because they rebelled against her, causing the Latin war (340-338 BC). They rebelled because Rome rejected their request for Roman citizenship. Rome then decided to grant citizenship to avoid a recurrence of war. Even then she only granted partial citizenship to the Hernici and Campanians and not all Latin cities were granted (full) citizenship. Rome was reluctant to extend citizenship.
This situation persisted until the Social War (91-88 BC). This war was a rebellion against Rome by many of her Italic allies due to a refusal to grant them Roman citizenship. The war led to this concession. Therefore, during the Republic, Roman citizenship was extended twice and both times this was forced by armed rebellion.
