Well I don't have the answer to this...I have the same problem with my 2004 Jeep Liberty! However, I did call the local dealership and made them enter the problem on my file there. Of course, for them to diagnose the problem, it will cost me $. I asked the dealership for the corporate phone number (1 800 992 1997) to have them document the problem. They did take my complaint. I asked them for another number to contact on this safety issue. They gave me the National Highway and Traffic Safety phone: 800-424-9393; they took my compliant and is sending me info to sign and return. It's a start, not a fix, but maybe it will become a recall if enough people register the problem! Good luck to you and be safe!
Headlights should not be left on while the vehicle is not in use. If you are not driving, you will just drain your battery while having your headlights on.
A loose or corroded ground wire can cause your 1995 Jeep headlights to blink on and off. Make sure the ground wire is tight and free of corrosion.

If it's raining enough for wipers on you have to have headlights on. Intermittent wiper its not required.

I think you mean, "Why do my headlights turn of while I'm driving" There might be an issue with your fuses or eletrical system.
Your battery is weak, or your your alternator is not charging battery.
Increased glare from lights, especially oncoming headlights when driving at night.
