Found the answer. All of these things run through the ignition switch. May need replaced or, as in my case, just needed tightened.

This happened to me with a 99 Regal. The fix was to replace the ignition switch. This includes the harness in the steering column.
The antilock braking system is a separate system from the regular brake system. The antilock system can go out while the service brakes work fine. If that happened, it would not affect the regular braking performance; but the anti lock feature would not function properly in a panic stop or when stopping rapidly on wet or slippery roads. The light is likely to have come on because of a defective wheel speed sensor or a problem in the electronic ABS controls. It could also indicate that the ABS fuse is blown.
As long as the red " BRAKE " light in your dash is not on , you still have " normal " brakes , so the answer would be ( YES ) A problem with the Antilock Brake System has been detected , it could be a fuse , a sensor , or some other problem , so the antilock brake system feature does not work * in my case , the ABS warning light came on , and the first ABS fuse that I checked was not installed all the way . I touched the fuse with my finger , heard a " click " , and the ABS light went out ( just lucky I guess , but also suspicious of how that could have happened )
I have that problem check the water level of your battery, i find if i top up battery water, the flashing stops.

It's very easy to replace with the Ford Manual and not expensive at all. make sure your hazard button is not on. this happened to me and i found the answer on the internet too.
replace/reconnect battery and try again. i had a 1984 dodge charger and the same thing happened, nice car
I have the same problem with my 94 and I think that the problem lies with the stearing column, my column the flasher button got broke and now the tilt wheel wont work and eversence that happened my flashers won't work right.
Your brake rotors may be warped and need machining. If they are too worn they may need replacing. Sometimes it's better to replace them, not too expensive if you go aftermarket.
Check and see if someone installed an engine core heater. This could have happened if the car was ever in an area where the winters get very cold.
If your abs and or brake light light is on there is a controll modual located on the fire-wall below the master cylinder and toward the center of the car this will sometimes go out and you will have very little braking power and the brake pedal will hardley hove unless you stand on it try this the same thing happened to my 90 and that fixed it
