The engine should have a crankcase breather tube connected between the valve cover and the air cleaner. With the crankcase breather removed and a non-vented cap installed on the valve cover in its place, the PCV would create the vacuum you have.
A vacum leak is suspect here. Trace your vacum hoses from your pcv valve (located on the valve cover) back and check for a vacum leak

Yes, on the 4 cylinder it is behind the valve cover. On the 6 cylinder it is the part screwed into the engine that the hose off of the front valve cover attaches to.
As with all valve gaskets it is located between the valve cover and the head. To get to it you undo all bolts holding the valve cover on and then pull valve cover off. you will find it on the valve cover/ head contact point.
