I had this issue my self with a 89 try loosning up the distributor turn it one way a little start it up and keep doing this till it gets better or worse.
AnswerCould be a lot of things. I'll make some assumptions, first that the car runs fine otherwise, and maybe has a slightly rough idle, and second that the codes being pulled do not indicate timing problems.Things left:
1) EGR system Idle Air EGR valve Blocked EGR ports on throttle body plate
2) Bad failing fuel injectors.
3) Torque converter lockup bad

AnswerTake to Autozone for OBD2 check.May be air mass flow sensor, clogged catalytic converter. Dirty fuel filter will cause dirty injectors and clogging of catalytic converter.
AFTER ALL OF THIS IT WAS A RELAY RIGHT UN THE HOOD ON THE RIGHT SIDE JUST HAD TO CLEAN IT.

Several things need to be checked if a 1999 Mercury Grand Marquis is hesitating when accelerating. Does the hesitation only last a few seconds until the car is slightly warm? Do you hear a poping noice from the engine compartment? Is the check engine light on ? I have had similar problems and this type of problem is typically caused by air or fuel problems. 1999 Mercury Grand Marquis are fuel injected and any vaccume leaks can cause these type of problems. I would check all hoses to make sure they are secure. I would check the PVC valvs, I will check to make sure none of the hoses are blocked, I would check the idle air control valve and its passage, I would check the EGR valve and its passage, I would check the throttle body and bypass valve as all of these items can be gunked with carbon deposits. This should be a good beginning point but the answers to my questions will really help to narrow down the issue.

Thousands of things. Take it to a mechanic who has a scanner and they can tell you what the problem is.
The check engine light indicates that the computer has detected a "fault". Use a code scanner to find out what the computer has detected, that is PROBABLY the reason the engine is running poorly.
does the light illuminate during start up? If not the lamp is burned out. If it does, then the engine computer is likely at fault.
