You have either a bad "pot" which controls the door to the vents or, more likely, a vacuum leak or bad one-way valve. Does the air blow correctly when you let off the gas? If so, probably the valve.
just fixed mine an hour ago. follow the plastic vacuum line which comes out of the pass side top rear of motor close to the alternator. You can easily see it once you pop the hood. follow it over the brake master cylinder and then going to the front of the motor. Be careful not to pull on the vacuum lines too hard they are brittle and crack real easy. It will T off and go down into the fender. Mine was broken into 2. Plug it off with a screw a little smaller than the line and use some silicone to hold the screw in. Mine works like new. I did check a few other things before I found out I wasnt getting any vacuum inside car. so i might be able to help you once again if this isn't your problem. 1995 Lumina car 3.1.

I have a 1993 Chevy lumina van that has heat but doesn't have a fan how do I fix the fan?
Remove the wiring harness from the back of your 1998 Chevy Lumina heater motor. Remove the heater motor retaining bolts. Remove the fan from the front of the heater motor. Reverse the process to install the new heater.
Drain the water from your 1993 Chevy Lumina cooling system. Remove the water supply hoses to your heater core. Remove the heater core retaining bolts. Reverse the process to install the new heater core.
Remove the water supply hoses to your 1998 Chevy Lumina heater core. Remove the heater core retaining bolts. Reverse the procedure to install the new heater core.

The rear window defrost/defog heater grid.
It is located on the firewall right behind carborator.
Take out the whole dash and then the heater core should be behind the glove box on the passenger side.
Check your fuses!
