Because Winston Churchill didn't wish to lose all the shipyards and munitions factories and military installations when the United Kingdom ended in the 1920s. So he held onto a few counties in Ulster, which gave him a foothold in Ireland. A new fake "United Kingdom" was formed, although there never was a Kingdom of Northern Ireland, so how could it be the twin kingdom to Britain?

Actually the rest of Ireland remained under the Crown until the late 40s, although as a dominion. De Valera made Eire pull out finally because he was really sick and tired of Churchill's warmongering, and this was the first time that Britain was weak enough to defy.
