It is only when an operating system is loaded (booted) that the security protections that the operating system provides are in operation.

If someone comes along with a CD or USB stick and the PC hardware is configured to allow a boot from these devices, then an alternative (insecure) operating system can be loaded on the PC which will then have access to the contents of the Hard Disk WITHOUT restriction.

Thus limiting the boot process to only accept the hard disk ensures that ONLY the operating system you want can be used on the PC.

PC firmware configuration allows you to specify/enforce this and also allows you to password protect the configuration manager.
