No, the bov works off the pressure difference between the two sides of the throttle plate when closed. It's the vacuum on the manifold side of the throttle plate in a petrol car that opens the valve to release boost between the other side of the throttle plate and the turbo. More to the point it is unnecesary in a diesel as the boost just runs through the combustion chamber and is used/wasted as normal and can't run backwards through the turbo. Some diesels have something similar to a bov that just acts as a boost regulator and opens up to exhaust excess boost, but no pssshhht sound when shifting sorry

my 2.5 TDI with a straight pipe does the same thing. i think it is when you release the throotle the stress comes off the turbo (from boost to no boost) and the noise makes a BAAAUUUW. It has to be the turbo back spooling or something. But it sounds nice anyway. lol :) IT is also the waste gate closing when the boosting stops so when it closes it makes that noise.

Is it better to run the throttle to a turbo diesel engine wide open or at minimum throttle?

It depends on the load placed on the engine. You won't get a lot of additional horsepower, or "boost" from the turbo unless the engine is working - as in pulling a heavy load or operating hydraulics etc. You can run the throttle wide open, but if the engine is just running, and the machine it's installed in is not moving then you're just burning fuel. Other than that, more load=more throttle.
