Apportioning of Congressional representatives is based on population. As the number is finite (435), the population of each district varies with each census. One of the most watched tipping points is the point at which a state has enough population to merit 2 representatives instead of 1. Rhode Island (with just under 1.1 million population in 2000) is one of the smallest states to have 2 congressional districts. Montana, with over 900,000 residents is the largest state with only a single Congressman. Rhode Island's two representatives, therefore, represent about 540,000 people, while Montana's lone representative represents almost twice that many.
