try transmission sensors
IF the speedometer is not working it is because the computer is note getting a signal from the trans. and will not tell it to shift. Try replacing the speedometer the sensor in the tail shaft of the trans.
trans fluid probably needs changing, gets thinner as it gets hotter
On top of the trans close to the firewall and engine block. Look where the shift cables (manual trans) come out of the firewall.

try replacing the output speed sensor on the transmission housing. Just a small part (about $30 at auto parts stores), it screws into the transmission housing and sends a signal to the computer. Without this signal, computer cannot decide what to do with speedometer and cannot shift transmission properly. I replaced one on my daughter's 1999 Plymouth Breeze, with the same engine as the Neon. She had the exact symptoms you do, and it solved them all.
Have the transmission checked for codes. That will tell you the possible causes.

depends, what kind of trans is if, if its a 3speed then that's as far as it should go. Have the engine and trans computers checked for trouble codes. The 4 speed will not shift when the computer detects a problem and sets a code.
On my 1990 Voyager, the transmission has a "safe," or "limp" mode. If something is wrong with the trans, it will not shift out of second gear. This is supposedly to allow you to drive to the repair shop at a reduced speed.
2002 Tahoe speedometer quit working and trans will not shift, ABS light on. NEW ANSWER: You need to have the engine and transmission scanned with an OBDII engine scanner so you can find out what speed sensor has gone bad / quite working.
