Because it is a piece of crap. I have the same car and it does the same thing.

You may need a new belt... they are supposed to be changed every 30,000 but will last a little longer, sometimes 60,000 before the squeel starts.
break pads also squeel when they are low.
Bad Bearings in the A/C compressor could cause this too. My 98 ZX2 has this problem. Only thing to do is replace the compressor.
I had the same problem and I changed the tensioner pully.
the squeeling noise is from the fan belt either the belt needs renewing, or the a/c compressor clutch is not operating correctly
Unhook the battery for about an hour then reconnect it and drive it for about 20 minues.
Turn your AC on and if the squeal goes away in a couple of seconds it has to do with either the idler pulley or the AC pulley itself. Mine was both.

press the gas all the way down when stopped if that dose not work press gas down hard for a while and press the brake hard (watch out you might flip!).
what does the sound sound like? A whistling a clunking a cherping, a banging, or a squealing. And what part of the lower motor, driver or passenger, and hopefully one of your lower bearing are not going on you.
