A 2000 Dodge Neon will run but not accelerate over 15 mph if the transmission governor is stuck, it is not receiving enough fuel, or the ignition timing is substantially off. Hooking an OBDII code reader to vehicle will help narrow down the cause.

Buy a Haynes manual for Plymouth/Dodge Neon 2000-2005. They have wiring diagrams. Haynes used to be very good, but over the years they have become very generic. Their wiring diagrams are as useless as the other two big publishers. None of them measure up to original factory schematics. Buy a factory manual.

You risk breaking the bolts, or crushing the gasket to the point where it will not seal.
Replacing the water pump on the 2000 Neon is a parallel to the explaination of replacing the timing belt which I have posted an answer for. If you have over 100,000 miles on the car, look at replacing the timing belt as well.
