It's because of Voldemort's horcruxes (objects that he has put parts of his soul into). In order to create horcruxes, you must rip your soul apart by killing someone. Voldemort did this 7 times, which causes damage to you body and soul. The tearing apart of his soul caused his body to become so disfigured. He kind of looks like a snake because of his ability to speak parseltounge, the fact that he is the heir of Slytherin (whose house animal is a snake), and that Voldemorts pet snake Nagini is a horcrux. Because of the ties he has with snakes, the creation of horcruxes disfigured his body in some ways to look like a snake. Hope that helps!
