Drag happens when something in-dynamic makes the airflow messed up and does not make the air fly over the plane easily, and slows it down. if the wings are small, the engine has to be strong enough to take the work from airfoil, which is the purpose of wings. if dag occurs, the engine works harder, uses more fuel and therefore is inefficient.
Fighter Aircraft are fast basically because they're made to be fast. Sleek bodies, thin wings and powerful engines.

A budgie in a small cage has little opportunity for proper exercise. By holding tightly to a perch and flapping its wings, it is able to exercise its wings briefly.
