Viscosity is a measure of the rate at which a liquid changes shape under an applied stress. (units of measure: poise)

The viscosity of glass changes rapidly with temperature. At high temperatures the viscosity of glass is low and it can be shaped easily. As the temperature is lowered the viscosity of glass increases.

If the glass is melted and fine then it can be blown... You cannot blow hard glass :P
