Its at operating temperature at this point .Check your thermostat see if it operates take it out of the the thermostat housing get a pot of boiling water stick the thermostat in there and see if it opens up. If it does then possibly your water pump or make sure you have enough coolant 50/50 mix . If it don't you can leave the thermostat out and run it straight through because it will constantly flow and see if it fixes the problem. If none of that works the possibly internals such as head gasket or low oil or leak . It depends on what year of motor if you have a carb or EFI engine because of the electronics on the engine such as coolant sensor or what not.
