A dry wheel bearing will cause the rear wheel to squeak at low speeds. The wheel bearing should be checked immediately to avoid a major problem.
I had this happen. It was the wheel bearing. It starts off as a faint whine, but over time as the bearing gets worse it becomes a squeal at highway speeds and a squeak at low speeds. If squeaking at low speeds the bearing is on its last legs and total failure is imminent probably causing more expensive damage and repair.
Check your wheel bearings. Dry wheel bearings can squeak but should also make a grinding noise at higher speeds. A loose wheel bearing can cause the brake rotor to be at an angle which rubs against the brake pad or wear indicator causing a squeak noise. These are a couple common causes. Find a safe area, raise the car and support it with jack stands. Rotate the squeaking tire and see if you can tell what is making the noise.
Whistling at low speeds tends to indicate worn wheel bearings.
Either someone left the sound suppressors off or/and didn't spray with the soundproofing.

Only at low speeds, or worst at low speeds? Either way it's probably a bad front tire. Failing that, bad front wheel rim or front wheel rim not properly secured to the hub.

You probably need to get your tires balanced. Or replaced. If the bias goes (steel belt breaks or shifts), the car will waddle at low speeds, and the steering wheel will shake at high speeds.
A worn out power steering pump, or steering box.

The steering wheel wobbles, because of the unconditional pressures from the ground that is adjusted at speeds when it reflects gravity.
