Because it is burning oil. If it does it constantly, it's time for a ring job. If it does it mainly only after sitting at idle for a little while (like at a traffic light) then stops, it's time for valve stem work.

This is usuly a sign of oil mixing with gas in the combustion chambers, probly due to high miles and alot of wear in the cylinders and or cracked or broken piston rings.

White smoke, could mean damaged head gasket or cracked head. Blue smoke, most likely a broken piston ring.
blue smoke is normally related to fuel problem. there is so many things that could cause this that it is best to have it checked by a technician that you trust.
sound like bad rings It doesn't sound like bad rings, if it was burning oil the smoke would be blue. Black smoke sounds like it's running too rich, that would explain the running rough, stalling and lack of power, it's getting more fuel than it can burn.
