Wow I've never seen this on a Pacifica, but I have on other makes of cars. I can think of 3 possibilities: 1 (cheapest), you need to bleed the brakes. 2 (still cheep), look for vacuum leaks, especially the main line to the master cylinder, although other vacuum leaks can transfer problems to your brake system. 3 (expensive, seriously check the others first), the master cylinder has faulty seals and needs replacement. Lastly have someone stand on the brakes (hard) with the engine running and look under the car for any break line leaks.
If it doesn't have a release handle, you step down on the parking brake pedal one more time to release it.

Raise wheel,remove wheel pry back inner pad, unbolt caliper and remove. Remove pads and reverse procedure to install. Don't forget to pump brake pedal before driving off.
It is under the dash, just above the brake pedal.

You have to step on the brake pedal to shift to any gear from "Park"
