check your brake fluid level. its probably empty for some reason...leak? If the fluid level is correct than you most likely have air in the brake lines and will need to have the brake lines bled.
If traveling, lower speed below 40 mph, put foot on brake pedal and then pull 4x4 lever toward down to 4 high. When parked, put foot on brake pedal and pull same 4x4 lever into 4 high. Brake pedal needs to be utilized (if only to slow down) to do this. Keep foot on brake pedal until in 4x4.
There is a second fuse box located on the drivers side near the brake pedal.
It is on a bracket above the brake pedal. It reads off of the brake pedal.
test the booster with engine turned off, pump brake pedal until pedal goes hard then hold foot on brake pedal and start engine. if booster is working, the pedal will go soft as it should for mormal use. if booster is not working ,the pedal will stay hard
Check the operation and alignment of the brake light switch, located at the upper end of the brake pedal under the dash area

Sounds like the brake system needs bleeding. There may be air in the brake lines the brakes have been blead by a ford dealer twice
If it's like my 1995 , there is a rotary dial in the center stack of the dash , just to the left of the radio ( for the Control Trac 4x4 system ) For your 1997 , the normal position is 4x4 AUTO , you can select 4x4 high , or if you are travelling at LOWER speeds on surfaces that " give " like gravel or off road , or if you are pulling a boat trailer up a wet ramp, put your foot on the brake pedal , shift to neutral , select 4x4 LOW and then put it in gear ( to switch out of 4x4 LOW , put your foot on the brake pedal , shift to neutral , switch to 4x4 AUTO , then put it in gear )
sounds like you still have air in brake system ,
Remove the fuel tank and replace them.
you have to take off the hubs and you need crazy hard to find tools
