White rice has had the bran (outer layer) removed so water permeates in to it faster than brown rice which has the bran intact.

Brown rice has the outer covering intact, which has lots of fiber in it. If you "polish" the rice to make it into white rice, you are removing a good chunk of the fiber in the rice.
