Could be any one of a number of things: your Power Steering pump could be failing (they tend to get noisy before they fail completely), your fluid and filter could need changed (the filter is built into the reservoir, it has to be replaced as a unit. Don't get ripped off--you can find new ones for less that $20 on the internet, with free shipping), there could be air in the system, and, at worst, the power steering rack could be failing.
Oh, and you could be low on fluid.
Grab a turkey baster and open your reservoir. Pull out as much fluid as you can--how dirty is it? Start the car, and look in the reservoir (with the fluid still low). You should see swirling at the bottom if the system is properly circulating fluid. If not, you need to investigate.
