Not just your forehead. Your entire body temperature goes up when you have a fever, but people traditionally use a hand against the forehead to tell if someone is running hot.

I think it has something to do with more blood being supplied to provide more antibodies to help fight the problem.

Your body increases it's temperature in order to kill an infection. Most bacteria cannot withstand higher temperatures in the body, so it's nature's way of combating an infection.

Just like a scratch gets hot while it is healing, your body will deal with an infection the same way. The problem is that your body does not always know when to cool down except when the infection ceases. This can harm your other organs, such as your brain and liver.

Be careful to monitor a fever and see your doctor.

Fevers do not cause headaches directly. Generally speaking (with the exception of true migraines), both fevers and headaches are symptoms of underlying problems.
