Misfire due to spark plugs, wires, internal engine, stuck injector, etc. Basically anything that would cause extra fuel in the cylinder or anything that would prevent the fuel from burning.

The most common cause for surging is a vacuum leak
If there are no leak issues check your fuel pressure regulator, it may be letting too much fuel pass by, also if your fuel pump is getting tired it may act that way. Another thing to check is the fuel filter, a blockage that builds as the pump runs will cause pressure to drop.
