It is probably a stuck needle valve for the float. Look under the carburetor for a round metal bowl with a bolt on the bottom. Unscrew the bolt and try to move the float up with your finger.
If gas is leaking from a Yamaha Razz muffler, then the float may not be set correctly. This means that it is not shutting the intake off.
It needs to be replaced.

Hi, The float valve is leaking through. The fuel can leak in the intake and down into the crankcase, where it dilutes the engine oil.
If it is a 2-stroke engine, the oil/gas mixture has too much oil. If it is a 4-stroke engine, the oil sump is overfull.
