The most common reason is a broken blend door in the plenum box. Check the video on YouTube for information on diagnosing and repairing the system. Search "explorer heater" to find the video.
It is either a broken blend door, or a broken actuator motor. Typically to fix this problem, a mechanic will disassemble the entire dash, and replace the plenum box. Unfortunately this is an expensive fix because it is labor and parts intensive. There is a DIY solution called heatertreater. They provide instructions on how to access the blend door by removing the glove box, and replacing the blend door without removing the dash and plenum assembly. Broken blend doors are a common problem among Ford explorers, and most heating and A/C issues in late model Ford explorers are directly caused by a malfunctioning blend door.

Try looking under the dash just below the heater core box on the right hand side. The switch should be mounted below the heater case. I have a 91 Ford Explorer but the 91 - 94 Explorer's are the same.
The daylight running lights of a Ford Explorer can be turned off by using the manual headlight control switch. Place the switch in the middle position to turn the daytime running lights off. The headlights will then need to be turned on manually at dusk.

I'm not a mechanic / technician but I was looking at fordparts.com and comparing the heater cores for the 1996 Ford Explorer and the 2000 Ford Explorer and they show the same part number ( so apparently the answer would be YES )
