Sadly...yes. Soon after he hits Aizen with the final Getsuga Tenshou, his shingami powers fade away. I've heard rumors that he might get them back, but who knows...It all depends on Tite Kubo's decision. I hope he does!!;)

he lost his powers when he used the final gensuga tensou on Aizen.The final gensuga tensou is a technique that when used the caster loses all his spiritual power (that's why it's called final).

No, as of 8/17/11, Ichigo officially gets his powers back. Since chapter 429 when he first meets the Fullbringers, he has perfected Fullbring which, at first, resembles his Shinigami powers. In chapter 459, Ginjo turns out to be evil and steals Ichigo's Fullbring abilities and whatever was left of his Shinigami powers (even though the Final Gutsuga Tenshou used all of it). Right as Ichigo gives into despair, Rukia shows up and stabs Ichigo with a Zanpakutou. (just like in the beginning of the manga). The sword was made by Urahara and had the Reiatsu of several captains and lieutenants including Toshiro, Renji, and Kenpachi. All of their combined Reiatsus give Ichigo the ability to re-create his own Reiatsu source. After a cloud of dust clears, Ichigo's newest form includes his old Shinigami uniform (with new elastic bands around his neck and wrists) and a ridiculously larger Zangetsu. In terms of power, Ichigo still retains his speed and strength. But in chapter 460 (when we first see him fight with his powers back) he seemingly uses Getsuga Tenshou at the same strength when he lost his powers, but it was actually him just releasing pressure from his sword. The chapter ends with Ichigo saying, "Getsuga...Tenshou." Thus inferring he is going to use a real Getsuga Tenshou.

when he uses the ''final'' getsuga tenshou and when Rukia is taken back to the Soul Society, although this one only lasts a short time.

Yes, Ichigo does lose his soul reaper powers. However in episode 320 and up he starts to work on a new power. His fullbring power.

Ichigo loses his powers due to the effect of the Final Getsuga tenshou Zangetsu said it himself if Ichigo were to use that move he would lose all of his powers.

(from here its pretty big spoilers i guess) in the manga ichigo trains to use a full bring only to have that taken away only to be given soul reaper powers from rukia, renji, byakuya, toshiro and kenpachi by using a method similar to how he got his powers at the very beginning whereas in the anime it has them artificially making ichigos spiritual pressure from his reiatsu.(both anime and manga have him completely lose his powers before getting them back)

He never completely dies, he's a part of Ichigo himself. Ichigo beats him and steals his powers though, and basically neutralized him. He's still deep within Ichigo though, waiting for a moment of weakness to make his presence known.
