Because it is loose. The type that are attached to the glass of the windshield are held in place by a single Allen socket set screw. You'll need a small Allen wrench of the correct size to tighten the screw. It is not unusual for the screw to gradually loosen over time due to road vibration, temperature cycling and tugging on the lever if the mirror is of the day/night variety.
