Why does it say there are 20 quests on runescape login but there are only 19 quests?

Because there are a total of 20 quests that a F2P (free to play) player can complete. There are more quests, but those are restricted to members only.

I'm afraid to say no, unless it's a holiday event based quest, that way it's ftp but only for a short time.

Also, Gaia allows trade among two of your own accounts. The only upside to Runescape is that you're able to make items you want by yourself and make money easier. Also, Runescape is typically targeted to preteen males, while Gaia is marketed to teenage females, so that should give some good insight as to what each is about.
How do you beat RuneScape?
There is no way to "beat" RuneScape. Your progress is saved as you get stronger but there is no way to complete the game. There is always new game content coming out so there is an endless supply of things to do. But if you want to be the say you beat it, you have to complete all quests (they keep adding more), have level 99 in all skills (120 for Dungeoneering), all achievement diaries complete, etc.
